Simon has over 25 years’ experience in the energy sector, specialising in regulation, assurance, and market governance across Great Britain, Ireland, and Northern Ireland. In his current role as Head of Regulatory Affairs – Future Markets, Simon delivers practical regulatory solutions that enable energy systems to operate smarter and more fairly.

Simon is currently supporting the Future Gas Pay-As-You-Go (PAYG) Metering Replacement Programme in Northern Ireland as Chair of the Gas Industry Stakeholder Forum, Stakeholder Lead, and Consumer Workstream Lead. This role builds on his extensive experience in facilitating cross-industry collaboration and delivering complex market change programmes.

His career includes senior positions at Elexon and Gemserv, where he led assurance and audit programmes, developed metering data access frameworks, and supported regulators, suppliers, and system operators through major market reforms. Simon has played a key role in shaping Ireland’s Smart Meter Data Access Code, facilitating GB’s transition to half-hourly settlement, and advising on cyber resilience for gas markets.

Recognised for his ability to combine deep regulatory knowledge with a pragmatic approach, Simon has chaired national forums on prepayment metering, represented Ireland’s regulator at European energy meetings, and contributed to major metering and market reform programmes. His focus is always on clarity, compliance, and dependable outcomes for stakeholders.
